There are two buildings building 1 and building 2.

Building 1 has 92 people and building 2 has 46 people, if building 1 has 23 more floors than building two . And both of them have the same number of house in one floor then will building two have 1 resident per floor. Note ( one floor can have two houses)

There can be many things one person can own 2 floors but only live in one . Also four people can live in one floor Building two can have a thousand floors and building one can have 1023 floors
