If you see the routes graphically , you can immediately say that no route is available from Earth to Mars.Hence the answer is no.

Pluto is not a Planet so this has to be a trick question

To reach Mars, we'd have to first reach Jupiter to which itself there is only one route i.e. through Saturn. Saturn again has only one route to be reached which is Neptune which in turn can only be reached by first reaching Uranus. Now, Uranus can be reached only through Mars and we have no way of reaching it in the first place so we can't travel to Mars from Earth under the given set of rules.

first earth can only go to Pluto and mercury, and Pluto can only go to Venus or mercury, and mercury can go to Venus. There is no route from Venus anywhere so thus it is impossible to get from Earth to Mars.

From earth only exist two routes, to Mercury and to Pluto. From these planets and their "neighbourgs" there arn't any route to Mars.

If you backtrack from Mars you see that you are unable to connect to Earth

There is no route out of Venus.
