Refractive index of water is approximately 4 3 \frac{4}{3} , which should have been mentioned.

Taking the semi vertical angle as θ \theta , and applying Snell's Law

4 3 × sin θ = s i n ( π 2 ) \frac{4}{3}\times\sin\theta = sin(\frac{\pi}{2})

So, sin θ = 3 4 \sin\theta = \frac{3}{4}

So, θ = s i n 1 ( 3 4 ) \theta = sin^{-1}(\frac{3}{4})
