On a planet, there is only three digits: 1, 2 and 3. There is a safe that has a 3-digit combination lock and it requires only two digits to be same as the code to unlock the safe, such as if the code is 123, and you enter 122, you the safe is unlocked; if the code is 231, and you enter 132, the safe will be still locked. What is the least possible number of tries to garentee the safe is unlocked?
