It is no necessary that it will true for $a=0$ .

For example ,

Let $a=0$ , $b=1$ , $c=2$

for this set $ab=ac$ but $b \neq c$ .

It will only be true for nonzero A, which is not the condition in this question, hence the statement is FALSE.
