To fill in the bottommost blank we must examine all multiples of 7 that are two digits and end with a three: the only such number is 63, so the blank is a 6. We can this fill in the blank above that because the two must be the same meaning this is also 6. Finally we must examine what one must multiply by 7 to get 63; this is 9, which fills in the last blank. And their sum is 9+6+6=21
