The volume of a cuboid is the product of it's dimensions. Since, it is 60 % 60\% full of water, the volume of water is 0.6 ( 6 ) ( 6 ) ( 4 ) = 86.4 0.6(6)(6)(4)=\boxed{86.4} cubic feet.
