If you rub a balloon with a cloth and put it near a water tap, the tap water will bend towards the balloon. This is due to what special property of water?

This is due to electrostatic attraction of unlike charges induced due to friction. On rubbing the balloon with a cloth, it acquires a negative charge which attracts the water molecules (if it is free of ions) and also the ions (due to electrolytes present in it).
