The solution is to look at the shapes of the numbers and see how many "holes" there are in each number. So for example: 4689 has 4 "holes" because 6 has one hole, 8 has two holes and 9 has one hole. If you count the amount of holes in the last number, you will find 6.

So the hole in the number 4 doesn't count?
