I think because 1s is closest to nucleus so electrons in this orbit would absorb energy as photon and would jump to the next higher energy level but since there is no lower energy level than 1s so it cannot loose energy as photon.(electron transition)

Yeah that's a correct explanation because emiting a photon from 1s orbital means getting into the nucleus...it was a tricky problem...
