The Fermi Paradox applies here. It says that for life to evolve, it must meet three basic requirements water, organic compounds and inside the habitable zone. But the paradox also says it must be in the right place in an arm of a galaxy and so much more. Another thing is that when complex beings evolve and invent civilization, they can advance from Type I to Type III. This levels of civilization could determine how advanced a civilization is. The clue is that the structure belongs to a Type II civilization.
