What's the Pattern?

Let f f be a function:

f ( 3 ) = 3 f(3)=3

f ( 7 ) = 6 f(7)=6

f ( 9 ) = 9 f(9)=9

f ( 11 ) = 2 f(11)=2

f ( 13 ) = 6 f(13)=6

f ( 17 ) = 16 f(17)=16

f ( 19 ) = 18 f(19)=18

f ( 21 ) = 6 f(21)=6

What is f ( 23 ) f(23) ?

Not the solution, just an algorithm for calculating the terms of the function.

Since I didn't recognise the function my 'solution' was to search oeis.org and then to request clarification on quora.com.
