The per cent $X$ is greater than $Y$ is $\cfrac { X-Y }{ Y } \times 100$ .

Putting the value $X=2$ and $Y=5$ we get the per cent as $\cfrac { 2-5 }{ 5 } \times 100=-60$ . Hence the answer.
