The per cent X X is greater than Y Y is X Y Y × 100 \cfrac { X-Y }{ Y } \times 100 .

Putting the value X = 2 X=2 and Y = 5 Y=5 we get the per cent as 2 5 5 × 100 = 60 \cfrac { 2-5 }{ 5 } \times 100=-60 . Hence the answer.
