Only one of them is telling the truth. Jane tells the truth most often. Joe tells the truth the least. Fred sometimes lies, sometimes doesn't, depends on the situation

The only thing needed to know on the first paragraph is "Only one of them is telling the truth" Jane and Fred are both saying Joe, so they both have to be lying. Joe says Fred did it, and Fred has to be the one who did it.
