When a charged body comes near to the neutral body, then the charges will be induced in the neutral body.

Notice that from the above diagram that the opposite charge will induce at the surface nearer to the charge and vice-versa. Therefore, the objects will feel a net attractive force.

Repulsion is a surer test of charge identification

Yes, an attraction may take place due to induction. However, induction can not cause repulsion. Therefore, if two objects are repelling each other we can surely say that both must be charged.
