25 100 \frac{25}{100} people = 1 4 \frac{1}{4} or 25 x 4 = 100 so if the equation is proportional,

17x4 should make 17 a fourth of 68 (17x 4)

Or

1 4 \frac{1}{4} = 68 100 \frac{68}{100} = 68%

Using 8 25 \frac{8}{25} = = 32 % 32\% (chance of not returning):

This person has a 68 % \boxed{68\%} chance to return
