Define a + b = x a+b=x and c + d = y c+d=y .

Case 1: x = 2 , y = 1 x=2, y=1 : 2 1 > 1 ; 2 > 1 \frac{2}{1}>1; 2>1 True

This eliminates the answer, "No."

Case 2: x = 2 , y = 1 x=-2, y=-1 : 2 1 > 1 ; 2 1 \frac{-2}{-1}>1; -2\not>1 False

Therefore, the answer is Sometimes .
