conductivity of any material depends on frequency of operation . at high frequency (microwave frequency)earth conductivity decrease and it is good conductor at low frequency (RF frequency). bcoz at high frequency loss tangent or power dissipation factor is decrese so conduction current density decrease,and displacement current density increases
