Hmm... Water has been learning how to use PhotoShop? JK, obviously for such an image to appear, we'd need a converging lens, and I don't see anything else suspicious, so it must be the water.
Pysics... angle of incedence = angoe of reflection. The curved surface of the glass and the desnsity? Of water causes the light to bend more/differently then if it were traveling through air.
Thought it was about refraction when I say the water, but well physics is wide. Try using a ray diagram, awesome isn't it? Now since it is a concave mirror, try a convex one, you will get another awesome result!

Due to cylindrical(curve) shape of water(thickness of glass neglected) image is inverted. Try a rectangular glass then arrows direction won't change!

yes got it right
When we filled water bcs of this the refractive index changes which act like a cylinderical lens and inverted image is formed

internal total reflection
After water is poured due to total internal reflection image is reversed
When we add water, because of water reflection, the left arrow seems to be a right arrow.
