Decrease of Rating when Clicking on a Problem

Once I click on a problem, I find that my rating decreases immediately. Is this a glitch, or is this supposed to happen?

That has always been the behavior of ratings.

I believe this is because if you look at a problem and then close it, the system assumes that you didn't know how to solve the problem.
