Is zero actually zero?

Yesterday , my teacher asked me a question about zero watt bulb, I came home with the question in mind and asked a little boy around to buy a zero watt bulb for me.

He did as I said, and came back with a bulb. But it's rating was $\boxed {220-250 V, 10-15 W}$

Was anything wrong.?

Do a zero watt bulb really consumes zero energy.?

Can I apply many of them to save electrical bill.?
