You cannot change the points alloted to a problem. There is a rating system which takes care of the points depending upon the level of the people who solve the question. Can you please provide the link to the question so that if the question is not rated properly the staff can do the same for you.
Firstly, if you choose a topic, the problem gets rated at 100 points instead of 10. You can also give an initial expected level to the question so that when it gets rated, the system has an idea of how many points is the question worth. I have edited the settings and now you can notice the problem is rated at 100 points.
