Physics Lab Question

In the experiment that was about "Measurement of the moment of inertia", we rotated horizontal and vertical disks.

Inertia for horizontal disc (about a vertical axis) was calculated like this:

$\displaystyle I = \frac{1}{2}Mr^2$

Whereas for vertical disc rotated around a horizontal axis the formula was like this:

$\displaystyle I = \frac{1}{4}Mr^2 + \frac{1}{12}ML$

So, the question was "If a boy tries to rotate a disk, which state is easier to rotate for the boy, around horizontal or vertical? Why?
