Why is this not allowed? That is a reasonable answer.
Bulbs fusing earlier is most likely caused by defects in the bulb.
So if a bulb has defects, it'lll fuse more early. Bulbs which do survive are less likely to be defective and thus only fuse after a long time where the components wear out.
Ithink evey time the bulb lights up, the defects(non metalic) are destroyed, and the wire becomes more uniform, so if the bulb is saved from fusing one or more times, it s chancesof fysing become less

We are not considering manufacturing defects. The correct reason will be to say that newer one has lower resistance than an older one.

Bulb is not a living creature, it can not adjust according to the changes.
