Why light slows down at velocities equal to the velocity of light and at heavy gravitational fields.please give me its physical and mathematical reason!

Actually light doesn't ever slow down according to general relativity. Sometimes you'll hear people say casually that time slows down which is due to how clocks behave and synchronize with each other in special relativity.
