the raffle question

this weeks raffle question is totally confusing....there are two questions like it but i was able to do one......i made a wild guess to that one by assuming expected value to be mean value.....but its not working in the raffle question.....can you explain the question to me.....i just want to know what is expected value....please do not write answers.
