You might know the general example, that a sound wave is produced when the source compresses the air around it and the comes back to its original position. My question is what if the source after compression remains there without coming back to its mean position, will it still produce a sound wave? (will only the compress ions travel?)

YES... Because air transmits pressure , so it transmits energy which you provided air with it by pressing air molecules. But , when it comes back by a force you applied it , wave would have a double amplitude.
