For starters, what is Weather? Weather is the state of the atmosphere at a place or at any time. Now, what is Severe Weather? Severe means, harsh and Weather mean the state of the atmosphere, so Severe Weather is a harsh state of the atmosphere at a place or any time. To be clear, Severe Weather is Weather but it isn't a typical weather phenomenon where a little rain comes then stops. No. We are talking about the weather that damage or but our life at risks. For examples, Tornados/Waterspouts/Dust Devils, Hurricanes/Tropical storms/Storm surge, Hail, Ice storms, blizzard, Heavy Rain, low visibly( cause of fogs) High winds, Dust storms, Lighting, Thunder Storms(T-Storms). These are examples of Harsh Weather. If you want to know the differences between A F1 tornado and F5 tornados is that F1 tornados can lift up cars, and snap small trees, while an F5 tornado is on GODMODE where it can flatten steel and concrete.
