Recently I posted a problem on brilliant with rating as .
Next day I saw it as level 2 and then afterwards as level 3 .
Why do these rating goes changing ??
Do anybody controls them ?
Or they are determined by number of solvers and viewers ?
Is there any way to keep the level rating constant ?

It depends.
If your problem was posted at a level and it seems too easy for those who have that level, its rating will go down.
If your problem was posted at a level and it seems too difficult for those who have that level, its rating will go up.
However, moderators can change the rating of a problem if necessary.
And there's no way you can make the rating constant.

The ratings change base on how the community is performing on the problem. If the problem is solved by many people, then its rating will start to decrease. If the problem fails to be solved by many people, then its rating starts to increase.
This allows us to ensure that even if a problem was given a "wrong" initial level by the creator, it will correct itself over time.
There is no way to keep the level constant.
Similarly, as a problem solver, if you can solve many problems (at your level-ish), then your rating will increase. If you fail to solve problems at your level, then your rating will decrease. This allows you to (over time) find the problems that you should "ideally" be working on.

Your rating doesn't change when the problem is reported.
Note that if the answer to a problem has been updated and we changed the state from correct to incorrect (or vice versa), then your rating will change.

1. Change "ALL CAPITAL" to "Title Case"
2. Remove unnecessary punctuation like "..............." or "!!!!!!!"
3. Remove claims of "very easy" and "very hard", since that is relative to the individual.
For many of your "Nested radicals ........." problems, their titles have been changed to "Nested Radicals" before we shared them out on FB / email.
