The Hint Was Just To Confuse You.
The Question Says Us To Say The Number Of Arrangements.
So The Solution Is:
If We Fix The Letter "Q" In The First Place The The Number Of Arrangements Are As Follows:- 4 x 3 x 2 x 1 = 24

By repetition you meant E1 != E2? And what did you mean by arrange in 5 different places?

Do not provide hints that are used to mislead.

Furthermore, "allowing repetitions" does not indicate that the E's are distinct, so I have edited the problem.
