@Archishman Mukherjee – No they were my words and believe me when I say that I didn't know about any site prior to your comment - it is pure coincidence...
Moreover we have been taught this definition in school and if it tends to match accepted definition then man I am accurate !!! I rest my case.

@Soutrik Bandyopadhyay – I think that person was implying that the problem is located elsewhere on the interwebs.
While serving in the US Marine Corps. this image would be used to understand how a person is connected to their weapon. That is considered an excellent grouping. so adjustments would be made to get the grouping to desired area. I can't believe I got this question wrong. LOL!

Indeed! And you learn how to calibrate your weapon so that you get to hit the bullseye. Good precision (in this definition) is better because we can account for the systematic error.

I thought precise and accurate hold the same meaning... Data point that are close to each other, aren't they labelled as consistent ?

To the layman, they will seem like very similar terms. However, there is a huge difference in what they mean (and the above is the actual distinction). One way to think about this, is to ask "What does it mean to be accurate but not precise? What does it mean to be precise but not accurate?" The reason being that, to you, precise and accurate are too similar, and so you need to differentiate them better by finding a counter example.
The math analogy would be "necessary and sufficient condition". Most people who see this for the first time, would not be able to tease it apart. Over time, you get to understand what it means to be "necessary but not sufficient" and "Sufficient but not necessary", and what the distinction is important.
accuracy means the distance between the target and the point of darts, perfectly dart in the same actual point of target gives the shooter a 100% accuracy , and precise means the variation of hitting the same part near to the target repeatedly
Precision and accuracy can be more clearly distinguished by the instance in the movie shooter when the new FBI joinee explains the shooting analysis on the archbishop to her coworker
comparing with instruments, accuracy is the measurement of how close the measured value is to the true value of the physical quantity. precision is the resolution or the limit to which a measurement can be made by an observer or instrument.
Like a test Instrument. If it yields consistent results, then it is regarded as reliable or precise. but the purpose of the game is to hit the centre, which the dart failed to do so, hence it's not valid or accurate.

The precission in the above problem is about the darts hitting the board..but if we talk about accuracy, it is about the darts hitting bull's eye!!so the image talks about precision but not accuracy!!!

For shots aimed at a target, accurate means the shots are close to the center. Precise means that the shots are tightly clustered and close to each other. In this example, the shots are close to each other but are far from the center. Thus, they are precise, but not accurate.

A set of observations is known to be precise when most of data points are close to each other which not necessarily implies their nearness to actual accepted value. Accuracy on the other hand measures closeness of data points to actual accepted value. Thus the above image depicts precision but not accuracy.
