A small charge can produce more charge by induction method.
When a body with small positive charge is brought in front of a body with same sign of charge but many many times greater in magnitude then attractive force due to induction dominates.
A charge body can attract an uncharged body by inductive effect.
When a body loses electron then it loses mass though negligible small
