But if you make a ratio, 1:2, then multiply both sides by 9.5, 1 9.5=2 9.5 9.5=19 She should be 9 and a half years old!

Say I'm the narrator of the question. Maybe I was born in 2000. I was 2 years old in 2002. At that point, my brother was just half of my age, or 1 year old. Someone 1 year old in 2002 was born in 2001. Now I am 19. It must therefore be 2019. Since it's 2019 now and my brother was born in 2001, my brother is 18 years old.
Also, there's nothing in the problem to specify the gender of the narrator, so saying "she" should be 9 and a half years old isn't right, "the narrator" would be better.
If you want to think of it in terms of formulas, you should think y-x=1 where y is the narrator amd x is the brother. Then, when the narrator is 19, the equation reads (19)-x=1. Solve for x.

Obviously he is one year older to his brother ratio and proportion is not applicable to that problem that is sequence of their ages.
Wen the first person was one the second person was 2 Hence wen the second person was 19 the first person will be 18

When he was 2, his brother was 1,half his age. So some people get carried away and half the narrator's age.
1 year difernce are not going to change (forever) so 19-1=18

what I did was , well half of 2 is 1 so I just went added 1 to 2 making it 3 , then I also added 1 to 1 making it 2 so I realized it was just one year behind so the answer is obviously 18
