Just I would suggest to change rope to rod of mass 2 kg , that will explain some logical doubts.
Solution is , find acceleration = 35/8.
Then velocity after 4sec , v = 35/2.
Then apply formula of apparent velocity .. f = 1 0 , 0 0 0 × ( 3 0 0 − 1 7 . 5 3 0 0 )
