As seen in the picture above, let's call the sides of the smaller rectangle - $x \ and \ y$

Then the area is $x \times y$

$\begin{aligned} x &= 30 - 8 \\ &= 22cm \end{aligned}$

$\begin{aligned}y &= 15 - 4 \\ &= 11cm \end{aligned}$

$\begin{aligned}x \times y &= 22cm \times 11cm \\ &= 242cm^{2} \end{aligned}$

$242cm^{2} = \dfrac{242}{10000}m^{2} = 0.0242m^{2}$

$0.0242 +0.9758 = \boxed{1}$
