Let x be the coefficient of the 1st number and y be the coefficient of the 2nd number.

We get these equations for the 1st 2 sets of numbers

1x + 2y = 3

2x + 3y = 8.

Solving these 2 equations we get x = 7 and y = -2.

Therefore 4 "star" 7 = 4 7 + 7 -2 = 28 -14 = 14

The operation is not mentioned to be linear.

That is the main stuff which matters. If you didn't mention what degree is the function then many user may get many no of different answers. If you assume it to be a quadratic you'll get a different answer.
